What Is the Government Information Sheet?
The Government Information Sheet is an official document published under paragraph 7(2) of Schedule 6 to the Renters’ Rights Act 2025. It explains the changes to tenants’ rights and responsibilities from 1 May 2026.
Think of it as the replacement for the “How to Rent” guide — but for existing tenancies transitioning into the new regime. The government publishes it; you download it from GOV.UK; you deliver it to every existing tenant with a written tenancy agreement.

How to Deliver the Information Sheet
Three acceptable delivery methods — but each has a proof-of-delivery risk if you don’t document it properly.
Hand Delivery
Give the printed sheet directly to the tenant in person. Best method — get the receipt signed at the same time. The tenant can’t later deny receiving it if you have their dated signature.
Post
Send by first class or recorded delivery. Recorded delivery provides tracking, but tracking only proves the letter arrived — not that the tenant opened it and read the Information Sheet inside. A signed receipt on return confirms actual receipt.

Common Mistakes That Trigger Fines
The penalty for failing to provide the Information Sheet is a civil penalty of up to £7,000. Here’s how landlords are most likely to get caught out.

Is this the same as the Written Statement of Terms?
No — they’re different documents for different situations. The Information Sheet goes to existing tenants explaining the changes. The Written Statement of Terms is for new tenancies from May 2026, setting out 20+ prescribed items. Both are mandatory. Both carry fines.
