The How to Rent booklet was required under the Deregulation Act 2015 to validly serve a Section 21 notice. Section 21 was abolished in England on 1 May 2026 by the Renters' Rights Act 2025, so this delivery receipt no longer has a current legal purpose for new tenancies. For new tenancies, the equivalent obligation is the Government Information Sheet under the Renters' Rights Act 2025.

A plain-English overview of the Renters' Rights Act 2025 — what changed on 1 May 2026, the abolition of Section 21, the new Information Sheet obligation, and the new tenancy regime in England.
Under section 21A of the Housing Act 1988 (inserted by the Deregulation Act 2015), landlords in England were required to provide the government's “How to Rent” guide to tenants before a Section 21 notice could be validly served. A signed delivery receipt was the landlord's evidence of compliance.
The Renters' Rights Act 2025 abolished Section 21 “no fault” possession notices on 1 May 2026. With Section 21 gone, the How to Rent booklet provision has no current enforcement mechanism for new tenancies. The Renters' Rights Act 2025 introduced a separate obligation to provide a Government Information Sheet, and our updated Information Sheet Delivery Receipt covers that requirement.
